The PBO Rule: To receive compensation for damage to a PBO box, the shipper must prove external negligence by the carrier (e.g., crushing, impact).

Case 1: Broken Dinnerware in an Intact Box


  • Route: California → Washington

  • Situation: The customer packed several boxes on their own (PBO) and purchased FVP. Upon arrival, expensive dinnerware was found shattered inside a PBO box.

  • Reason for Denial: The box showed no external damage, leading the carrier to blame “improper packing”.

  • Outcome: Compensation was reduced to the minimum rate of $0.60 per pound, despite having FVP coverage.

  • Situation: The customer disassembled (DBO - Disassembled by owner) and packed (PBO) modular pressboard furniture to save on labor.

  • Reasons for Denial: Improper packing and disassembly was performed by the customer. Pressboard is often excluded from FVP because of its structural weakness.

  • Outcome: The customer received no payout under FVP.

1. Don’t Self-Pack High-Risk, High-Value Items (CP)


Always let the movers pack fragile, expensive, or complex items — such as mirrors, electronics, or antiques. This ensures they are listed as CP (Carrier Packed) on the inventory, protecting your Full Value Protection (FVP) coverage from PBO-related exclusions.
